TYPE AND RULES OF REVIEWING
Scientific journal "International Journal of Education and Digital Pedagogy"
All manuscripts submitted to the editorial board of the scientific journal "International Journal of Education and Digital Pedagogy" undergo mandatory double-blind peer review, in which reviewers do not know the authors, and the authors do not know the identity of the reviewers. This procedure is aimed at ensuring a high scientific and methodological level of published materials.
Stages and conditions of reviewing:
- Plagiarism check:
All articles are checked for originality using the "Antiplagiat-Kazakhstan. Expert" system.
- Appointment of a reviewer:
- Pre-screening
After submitting a manuscript, the editorial board of the journal, represented by the editor-in-chief and deputy editor-in-chief, conducts an initial check for compliance with quality standards and scientific integrity. If the manuscript meets the requirements, it is transferred to the scientific editors (Scientific Editor) for further review.
- Independent Review
After further review by the scientific editor, reviewers are assigned. At this stage, reviewers evaluate the manuscript independently of each other, using standardized review templates adapted to the type of article. Reviewers provide their reports and recommendations to the scientific editors.
- Interactive Review
After receiving all reviews, the interactive phase begins, during which authors can directly interact with reviewers, scientific editors, and the editor-in-chief via an online platform. This allows for prompt discussion of comments, making edits, and reaching a consensus on revisions to the manuscript.
- Decision Making and Publication
If the reviewers and editor are satisfied with the revisions, the manuscript can be recommended for publication. The International Journal of Education and Digital Pedagogy practices open peer review, in which the names of reviewers who approved the article are published along with it, ensuring transparency of the process.
Reviewer requirements:
The reviewer must be a recognized expert in the field corresponding to the topic of the article. Scientific supervisors, co-authors, and persons with a potential conflict of interest with the author are not allowed to participate in the review.
Confidentiality:
Reviewers are informed that the materials submitted to them are the intellectual property of the authors and are not subject to disclosure.
Review period:
Reviewers are required to provide a review within 2-3 weeks.
Review results:
Based on the review results, the following decisions are possible:
- Recommend the article for publication;
- Recommend rejection of the article;
- Recommend revision of the article with subsequent reconsideration.
Revision procedure:
If revision is necessary, the author is sent the text of the review (without indicating the reviewer) with a proposal to make changes or give a reasoned response to the comments. After making edits, the revised version of the article is re-submitted for review.
Rejection of revision:
If the author decides to reject publication, he/she must notify the editors in writing or orally. If a revised version is not available within one month, the article is automatically withdrawn from consideration. The author is sent a corresponding notification.
Disagreements:
In case of serious disagreements between the author and the reviewers, the final decision is made by the editor-in-chief together with the editorial board.
Rejection of publication:
The decision to reject an article is made by the editorial board based on the expert opinions of the reviewers. Articles rejected by the board are not subject to re-consideration. The notification of refusal is sent to the author via the personal account.
Final decision:
A positive review does not guarantee publication. The final decision on including the article in the issue is made by the editorial board. In case of controversial situations - the editor-in-chief.
Final provision:
The editorial board does not correspond or enter into discussions with authors on issues of refusal of publication.

Editorial policy of the journal
The scientific journal "International Journal of Education and Digital Pedagogy" is addressed to Kazakhstani and foreign university faculty, scientists, doctoral students, master's students, students, as well as teachers of all levels of education.
The purpose of the journal is to promote the development of scientific research in the field of pedagogy and digitalization of education, providing an open platform for the exchange of advanced ideas, innovative practices and research results between domestic and international scientists.

The main thematic focus of the journal is the publication of theoretical and applied research in the field of education, with an emphasis on modern digital approaches, educational technologies and pedagogical innovations.

Conditions for article publication:
- Compliance with international standards To maintain good faith and integrity, authors should comply with international norms and standards for the preparation of scientific publications.
- Originality and uniqueness of materials Submission of the manuscript is accompanied by confirmation by the author that the presented article is original, has not previously been submitted or published in other publications, or has not been under consideration by other publications. Translated versions of already published materials are not accepted.
- Reliability of data and methodological correctness All presented research results must be reliable and substantiated, without distortion and fabrication of data. Compliance with scientific and ethical standards for collecting, analyzing and interpreting information is required.
- Authorship The order in which authors are listed in an article is determined by them independently before submission to the editors and is not subject to further changes. Adding or excluding authors after the manuscript is submitted, as well as after the article is accepted for publication, is not allowed.
- Limitations on the number of publications. An author may publish no more than one article in one issue of the journal, including articles written in collaboration. Works by the same author (regardless of whether they are written individually or in collaboration) cannot be published in two consecutive issues of the journal.
- Limitation on the number of co-authors. The maximum number of co-authors for one publication is no more than four.
- Level of originality. The minimum acceptable level of originality of the text is 80% in accordance with the decision of the editorial board and the results of the anti-plagiarism check.
- Ethical requirements. If the research affects children or vulnerable groups, a positive conclusion from the ethics committee must be provided.
Peer review type: double-blind peer review.

Ethics and plagiarism policy:
The main objective of the journal is to maintain a high level of scientific integrity, transparency of publication processes and compliance with international standards of publication ethics recommended by the Committee on Publication Ethics (COPE). The journal also pays special attention to the development and popularization of scientific experiments and applied research aimed at introducing innovative approaches into educational practice.
Rules for authors a scientific journal
Terms of publication of the article:
- All presented research results must be reliable and substantiated, without distortion and fabrication of data. Compliance with scientific and ethical standards for collecting, analyzing and interpreting information is required.
- Research material must contain the author's conclusions, results of experiments or analytical studies that represent new data, developments and recommendations that have not previously been published in print or electronic publications. All articles are accepted for publication in two languages: Kazakh/English, in a percentage ratio of 20/80. Submitted materials must not have previously been published in either print or electronic format.
- To ensure the integrity of scientific research, authors must adhere to international standards of scientific publications.
- In one issue of the journal, the author can publish no more than one article, including articles written in collaboration. Works by the same author (regardless of whether they are written individually or in collaboration) cannot be published in two consecutive issues of the journal. Only those articles whose originality level is at least 80% after checking for plagiarism using specialized software are admitted to review.
- Research results must be specific, with undistorted data, disciplinary rules for collecting, selecting and processing materials must be observed.
- The number of co-authors of one article is no more than 4.
- The degree of originality of the article must be at least 80% (according to the decision of the editorial board).
- If the article is rejected by the anti-plagiarism or reviewer, the article is returned to the author for revision. The author can re-submit the article for anti-plagiarism or reviewing once.
- The author is responsible for the content of the article.
- The editors are not involved in literary and stylistic processing of the article.
- Articles formatted in violation of the requirements are not accepted for publication and are returned to the authors.
- The date of receipt of the article is considered to be the date of receipt of its final version by the editors.
- The person who made the greatest intellectual contribution to the preparation of the manuscript (with two or more co-authors) is the corresponding author and is designated by "*".
- If the authors are from different educational institutions, then the numbers 1,2 are indicated.
- Articles are published as they are received. The journal is formed based on the number of no more than 20 articles in one issue.
The members of the editorial board, reviewers and authors of the scientific journal "International Journal of Education and Digital Pedagogy" in their professional activities adhere to the principles and norms of the "Publication Ethics of the Scientific Journal "International Journal of Education and Digital Pedagogy"". This document was developed in accordance with the international ethical standard of publication of the Committee on Publication Ethics (COPE), the Ethical Code of Education Researchers of Kazakhstan.
Publication ethics establishes rules for honest and responsible work in the field of scientific publishing. It covers the ethical responsibilities of editors, reviewers and authors, as well as mechanisms for identifying and resolving conflicts of interest, combating unfair practices and procedures for correcting errors or retracting articles.
All participants in the publication process comply with the principles, norms and standards of publication ethics. The quality of a scientific journal is ensured by the implementation of the principles of the participants in the publication process: equality of all authors, confidentiality, single publication, authorship of the manuscript, originality, verifiability of sources, objectivity and timeliness of peer review.
Responsibilities of the Editor-in-Chief, Editorial Board and Executive Secretary
Editor-in-Chief and Deputy Editor-in-Chief:
- checks for compliance with quality standards and scientific integrity;
- selects materials for publication in the journal;
- approves each issue of the journal;
- plans the content of issues in accordance with the publication policy;
- compiles the content of issues;
- reviews manuscripts received from authors, prepares conclusions on the possibility of publishing manuscripts in the presented form or after revision, taking into account the proposed corrections, additions, abbreviations;
- supervises the layout process and performs final verification;
- monitors compliance with the deadlines for submitting materials and publishing the publication on the website;
- may, if necessary, correspond with reviewers and authors of articles via the online platform;
- performs representative functions: participates in presentations and events related to the activities of the publication.
Scientific editors:
- reviews manuscripts received from authors, appoints reviewers;
- supervises the review process;
- monitors compliance with review deadlines;
- may, if necessary, correspond with reviewers and authors of articles via the online platform;
- performs representative functions: participates in presentations and events related to the activities of the publication.
Member of the editorial board:
- selects materials for publication in the journal, determines whether the article's topic corresponds to the profile of the journal, carries out an initial assessment of the article;
- participates in deciding whether to publish the article.
Executive secretary:
- collects materials for publication in the journal;
- is responsible for meeting the schedule for submitting materials for typesetting, monitors the progress of the issue, makes adjustments as necessary;
- plans the content of issues in accordance with the publication's policy;
- compiles the content of issues;
- checks articles for plagiarism;
- supervises the layout process and performs final checks;
- monitors compliance with deadlines for submitting materials and publishing the publication on the website;
- prepares a protocol for each issue of the journal.
Rights and obligations of reviewers
Reviewers of the scientific journal "International Journal of Education and Digital Pedagogy" are required to be guided by the principle of objectivity.
Reviewers of the journal guarantee the provision of an objective and constructive assessment of the content of the scientific article. Criticism of the authors is strictly unacceptable. All comments must be clearly substantiated and supported by scientific logic. When reviewing, the reviewer must clearly argue their comments and provide justification for their decision to accept or reject the manuscript.
In the review process, it is not allowed to take into account the nationality, gender, religious, political or other beliefs of the author(s), if they do not contradict the legislation and the national strategy for the development of pedagogical education.
The main task of the reviewer is to assist the editorial board in making an informed decision on publication, as well as providing constructive feedback aimed at improving the quality of the scientific article. The final decision on publication, rejection or the need to revise the manuscript is made by the editorial board based on the reviewers' opinion and the article's compliance with the journal's requirements.
The principle of timely review. The reviewer is obliged to provide a review within the time period specified by the editorial board, but no later than 2-3 weeks from the date of receipt of the manuscript for review. If it is impossible to review the article and prepare a review within the specified time, the reviewer must immediately notify the editor-in-chief.
A reviewer who believes that his or her qualifications do not correspond or are insufficient to make a decision when reviewing the submitted manuscript must immediately notify the editor-in-chief and refuse to review the manuscript.
The principle of confidentiality on the part of the reviewer. The manuscript provided to the reviewer for review must be considered confidential material. The reviewer has the right to demonstrate it and/or discuss it with other persons only after receiving written permission from the editor-in-chief of the journal and/or the author(s).
Information and ideas of the scientific work obtained in the course of reviewing and ensuring the publication process should not be used by the reviewer(s) for personal gain.
The principle of confirmation of sources. The reviewer should indicate scientific works that would have influenced the research results of the manuscript under consideration, but were not cited by the author(s). The reviewer is also obliged to draw the editor-in-chief's attention to significant similarities or coincidences between the manuscript under consideration and a previously published work of which he/she is aware.
If the reviewer has sufficient grounds to believe that the manuscript contains plagiarism, incorrect borrowing, false and fabricated materials or research results, then he/she should not allow the manuscript for publication and inform the scientific editor of the journal about the identified violations of the principles, standards and norms of publication and scientific ethics.
Rights and Obligations of Authors
Publication ethics is based on the following principles:
Single publication. The author(s) guarantee that the manuscript submitted to the editors has not been submitted for consideration to other publications. Submitting a manuscript to several journals/publications at the same time is unacceptable and is a gross violation of the principles, standards and norms of publication ethics.
Authorship of the manuscript. The person who has made the greatest intellectual contribution to the preparation of the manuscript (if there are two or more co-authors) is the corresponding author and is listed first on the list of authors.
A corresponding author must be appointed for each article. The corresponding author is responsible for preparing the final version of the article, communicating with the editorial board, ensuring that all study participants (if there are more than one author) who have made a sufficient contribution to the article are included in the list of authors, and also obtains approval of the final version of the manuscript from all authors for submission to the editors for publication. All authors listed in the manuscript/article are responsible for the content of the work.
The principle of originality. The author(s) guarantee that the research results presented in the manuscript represent an original independent work and do not contain incorrect borrowings and plagiarism that may be identified in the process.
The authors are responsible for publishing articles with signs of unethical behavior, plagiarism, self-plagiarism, self-citation in the form of retelling published facts, falsification, fabrication, distortion of data, false authorship, duplication, conflict of interest and fraud. Self-citation must be justified in order to avoid previously published scientific provisions and are presented only as a reference to previously published works indicating the object under consideration.
The principle of confirmation of sources. The author(s) undertake to correctly indicate the scientific and other sources that he/she used during the research. In case of using any parts of other people's works and/or borrowing statements of another author(s), the manuscript must include bibliographic references indicating the author(s) of the original source. Information obtained from questionable sources must not be used in the preparation of the manuscript.
If reviewers, the scientific editor, or a member(s) of the editorial board of the journal have doubts about the authenticity and reliability of the research results, the author(s) must provide additional materials to confirm the dubiousness of the results or facts presented in the manuscript.
Correction of errors during the publication process. In the event that errors and inaccuracies are discovered in the work at any stage of the publication process, the authors undertake to promptly notify the editor-in-chief and provide assistance in eliminating or correcting the error for publication on the journal's website of the corresponding correction (Erratum or Corrigendum) with comments. In the event that serious errors are discovered that cannot be corrected, the author(s) must retract the manuscript/article.
The principle of compliance with publication ethics. Authors are required to comply with ethical standards related to criticism or comments regarding research, as well as with respect to interaction with the editorial board regarding reviewing and publication. Failure to comply with ethical principles by authors is regarded as a gross violation of publication ethics and provides grounds for removing the manuscript from review and/or publication.
Conflict of Interest
A conflict of interest, as defined by the Committee on Publication Ethics (COPE), is a conflict situation in which authors, reviewers, or editorial board members have undisclosed interests that may influence their judgment regarding published material. A conflict of interest arises when there are financial, personal, or professional circumstances that may influence the scientific judgment of a reviewer or editorial board member and, as a result, the editorial board's decision regarding publication of a manuscript.
The editor-in-chief, a member of the editorial board, and reviewers must disclose any potential conflict of interest that may somehow influence the decision of the editorial board. Members of the editorial board must decline to consider a manuscript if they are in any competitive relationship related to the results of the author(s)' research, or if there is another conflict of interest.
When submitting a manuscript for consideration to the journal, the author(s) declares that all sources of funding for the study are indicated in the manuscript; also indicate any commercial, financial, personal or professional factors that might create a conflict of interest with respect to the submitted manuscript. The author(s) may indicate in the cover letter, if they have a conflict of interest, any scientists who, in their opinion, will not be able to objectively evaluate their manuscript.
A reviewer should not consider manuscripts that may give rise to a conflict of interest arising from competition, collaboration or other relationships with any of the authors related to the manuscript.
In the event of a conflict of interest with the content of the manuscript, the responsible secretary must notify the editor-in-chief, after which the manuscript is transferred to another reviewer.
The existence of a conflict of interest between participants in the review and peer review process does not mean that the manuscript will be rejected.
All interested parties should, as far as possible, avoid the emergence of a conflict of interest in any variations at all stages of publication. In the event of any conflict of interest, the one who discovered this conflict must immediately notify the editorial board. The same applies to any other violations of the principles, standards and norms of publication and scientific ethics.
Unethical behavior
Unethical behavior is considered to be the actions of authors, editors or publishers in the case of independent provision of reviews of their own articles, in the case of contractual and false reviews, in the conditions of using agency services to publish the results of scientific research, false authorship, falsification and fabrication of research results, publication of unreliable pseudo-scientific texts, transfer of article manuscripts to other publications without the permission of the authors, transfer of authors' materials to third parties, in conditions when copyright and principles of confidentiality of editorial processes are violated, in the case of manipulation with citations, plagiarism.
Policy on the use of AI and automated tools in the preparation of scientific manuscripts
- Authors' Responsibilities
The use of artificial intelligence (AI) tools, including generative language models (e.g. ChatGPT, Bard, Claude, etc.), is allowed in the preparation of the manuscript, but cannot replace the author's contribution.
The author(s) bear full responsibility for the content, accuracy, originality, and scientific integrity of the submitted text, including those fragments that were generated using AI.
- Mandatory Disclosure of the Use of AI
If generative AI tools were used in writing the article (e.g. for text editing, hypothesis formulation, automatic translation, code writing, etc.), this must be clearly indicated in the Acknowledgments section or in Notes, with an explanation of the nature and extent of the use. Example of wording:
"The ChatGPT tool from OpenAI was used in the preparation of the manuscript for language editing of the text. All scientific ideas and interpretations are those of the authors."
- Exclusion of AI from co-authorship
AI and automated systems cannot be listed as authors of an article. Only individuals who have made a significant scientific contribution have the right to authorship.
- Data verification and validation
If AI was used to analyze data, interpret results, or write software code, the author(s) must independently check all results and ensure their correctness and reproducibility.
- Prohibition on fabrication and distortion of data
It is unacceptable to use AI to generate fictitious data, false sources, fake links, or unreliable results. Violation of this provision will be considered scientific misconduct.
- Ethical compliance
AI should not be used to circumvent ethical approval procedures, manipulate reviewers, or falsify information about the research conducted.
